Punjab Service Tribunal Orders Salary Attachment of AC Gujrat Over Alleged Non-Compliance

The Punjab Service Tribunal has ordered the attachment of the salary of the Assistant Commissioner (AC)/Collector, Tehsil Gujrat, following allegations that a tribunal decision remained unimplemented for more than eight years.

During the hearing held on July 6, 2026, the tribunal observed that no compliance report had been submitted and that no representative from the concerned respondents appeared before the court.

The tribunal noted that its original judgment, issued on December 20, 2018, had not been implemented despite the passage of several years. It described the delay as a violation of its orders and the principles of justice.

The case was filed by Mst. Uzma Kausar, widow of late Sultan Mahmood, a former patwari from Gujrat. After years of non-compliance, she approached the tribunal through a compliance petition to seek enforcement of the judgment.

The tribunal ordered that the Assistant Commissioner’s salary remain attached until the officer personally appears before the court and provides a compliance report.

Additionally, the tribunal directed the District Accounts Officer, Gujrat, to implement the salary attachment order and instructed that a letter of displeasure be added to the officer’s official service record.

The case highlights the importance of timely enforcement of court and tribunal decisions and accountability within government departments.
